I&#039;m a student at CSU, and everyone on campus pays $25/semester for a so called &#039;u-pass&#039; that allows us to ride any RTA bus anytime all semester. It&#039;s just a sticker on our CSU ID and is not meant to be swiped anywhere. Also, I&#039;ve noticed that a large majority of RTA riders (possibly 70%) use all day, weekly, or monthly passes. There is no reason for them to swipe their cards if they are already activated. 
As for being counted as a Health Line rider, that is taken care of by the driver. At each stop, they watch on the cameras by the doors and count each rider from the screen on the fair box in front. 
Also, Mark is absolutely right, the transit police routinely go down the aisle checking that everyone has actually paid their fair. Anyone who hasn&#039;t paid their fair is removed from the bus, and ticked. An occurrence I&#039;ve only seen 5 or 6 times in the 2 years I&#039;ve been riding the Health Line.</description>
